CCEE PCEE: Workshop2: Seismic Risk Assessment & Mgmt of Existing Buildings: Canadian Tools & Practice in Taiwan

Purpose:

This workshop is jointly presented by NRC (Canada) and NCREE (Taiwan).


Presenting an overview of a multi-criteria and multi-level seismic risk management framework developed by the National Research Council Canada (NRC), with hands-on training on the two newly developed seismic risk screening tools for existing buildings in Canada, including Level 1 – Preliminary Seismic Risk Screening Tool (PST) and Level 2 – Semi-Quantitative Seismic Risk Screening Tool (SQST). The NCREE will focus on seismic retrofitting program of school buildings in Taiwan and nonlinear responses of buildings under seismic loading and introduction of 5D SmartES Platform for structural health monitoring.    

Selected Topics:

The Level 1 – PST aims to quickly identify existing buildings with potential unacceptable seismic risk for further assessment based on the following key criteria: (1) seismicity, (2) benchmark NBC edition, (3) remaining occupancy time, and (4) consequences of failure. It also includes a list of conditions, which if present, will trigger seismic evaluation without the need to perform detailing screening using Level 2 – SQST.  


The Level 2 – SQST aims to identify and prioritize existing buildings with potential unacceptable seismic risk for seismic evaluation. The Level 2 – SQST estimates the structural seismic risk by calculating the probability of structural collapse and identifying the consequences of failure associated with life safety. It also incorporates a simple but comprehensive scoring system that qualitatively estimates the global life safety risk posed by non-structural components. 


Level 1 – PST and Level 2 – SQST are designed to be completed by trained screeners using paper based screening forms. A webpage application hosted by NRC is also available to assist trained screeners in completing Level 2 – SQST without the need to fill out screening forms.

Approach:

The workshop provides hands-on experience in the application of the newly developed screening tools on a hypothetical building located in Vancouver, including a collection of key building information and completion of screening forms and webpage application.
